They are waiting until more players arrive so they have a better chance at defeating the war master. If you invite your friends to a group, you can go past the allotted player capacity.
The problem with this is some people just want to keep waiting. If the room shows 25 players or more, feel free to break the locks. People will get upset, but they need to learn.

Exactly.
From what I've seen, it's usually a clan that gets one going...and, in addition to usually needing more folks; simple courtesy says I wait.
If ppl were to use the proper ****in' weapons and perks, and not infectors bmgs or cold fire weapons, you don't need more than 24 ppl to beat it.
Until ppl learn how to do it properly, they will continue to believe the only way to beat it is to zerg it.
