I agree allowing us to create legendarys was a bad idea, but on the other hand it offset the garbage drops. So now what? All garbage, all of the time. I don't think the game itself is garbage because I still have loads of fun playing with friends, but it's a disaster as a loot hunt. Complete disaster, just IMO.

It's a very Trion move; a ridiculously bad solution to an actual problem.
Orange rarity is already ruined, this won't un-ruin it for anyone but brand new players who will never be able to catch up to veteran players after this change, and thus will stop playing. It's common sense.
What you CAN do is make sure there is something beyond orange. That includes, and keep in mind that they're now open about Defiance being a business:
*Roll rerolls with AF or specific ones with bits
*Synergy rerolls with AF or specific ones with bits
*Nano rerolls with AF or specific ones with bits
*Custom skins sold for bits only
*Custom sounds (think KLOC EVO) sold for bits only
*Higher-than-orange rarity upgrades sold for a large amount of caeruleum cores, make c.cores purchaseable with bits
*Dual nano modules sold for a large amount of caeruleum cores, make c.cores purchaseable with bits
*Gunslinger-esque special ability modules sold for a large amount of caeruleum cores, make c.cores purchaseable with bits
*Any synergy T5 mods for bits
*etc
You probably already have this "perfect" stat gear. If so I could see how this would be a good change in your eyes.
I think about the poor freebies that are going to join when F2P hits consoles and feel bad for them.
But who feels sorry for us vets that have wasted real money and bought discs and now it was all for nothing with free to play.

I consider myself an mmo vet and have learned that the *chase* in any game is pointless.
I just use blues and epics, and don't use anything other than common mods.
I upgraded rarity like twice. I use the upgrade EGO rating feature far more. As long as I can keep doing that.
I enjoy the game more because of this.
What stops me from dropping money in the bit store is the server instability. There's no point to support a game that boots me literally every time I start to have fun.
So for me this change causes no problems, but also fixes none.
I can totally see how this would anger some people though.

What worries me the most is that all these changes seem geared towards short-term profit - do they know something we don't?
Funny thing is, I never gave a **** about the loot chase. I hate grinding for rare drops, hence I never do. Sure I upgraded a few weapons to orange, but that was just to experiment with arkforge.
So this has little impact on my game play. I think Trion would be smarter just to remove arkforging [or just the ability to change the weapon's rarity], instead of adding "encrypted".
