Am i right to say once my weapon proficiency on my fav lmg is maxed, my skill on using the gun wont go up? Skill as in crit rating, weapon drop off etc?

Correct. You unlock a new ability on the weapon - damage reduction while reloading, speed buff, etc - but lose the ability to progress overall weapon skill.
Which was really the worst decision Trion could make. I think you should be able to level up weapons over several tiers and at the same time slightly increase scaling for dmg based on ego rating. That way your leveled guns would be as good as the new higher ego rating guns and you can level your skill.
It's encouraging you to diversify, I suppose. Rather than sticking with one powerful weapon and never changing it - given how varied the weapons can be I can see where Trion are coming from.
But it took my a day looking for the perfect lmg! Either i change to another lmg and get owned constantly owned, due to lack of effectiveness against mobs or i stick to one gun and try out this "diversity" It would make more sense to have the prof bar reset and raise the amount needed till next level up. I really thought it was a bug at first and now i see its a f**k up.
You're not forced to change weapons. You're looking at about 5% or so increase overall from the weapon skills - if you're that attached to an individual gun you won't be losing anything significant by staying with it for a while longer.
Argh! FineIm sure ill get a better gun when ive reached a certain level. How does the mob system work? Do they get tougher or what?
It's simply bad design for something so important to not be explained outside digging through the manual. It also really doesn't encourage diversity it encourages you to try and find an identical weapon or something close. Diversity would be changing from a bolt action to semi-auto sniper but those are completely different proficiency.
It's not as important as you make out, though. As I said if you have a weapon that's powerful enough to stick with you're hardly going to need the extra percentile increase from a skill level.
