Silicon Valley - Technical Difficulties Grid Emergencies

I have come across several of them that absolutely refuse to start. So far out of all the grid emergencies over at Silicon Valley .. this seems to be the one I most frequently find that the enemies never appear at all. One particular spot I went back to after an hour or so of driving around and that thing was still there in complete idle. Going to be tough to get them done for the pursuit if they keep getting stuck like that.

they have grid that spawn underground and you cant kill them and they get stuck
