Any tips on obtaining a speed of 28 m/s?

I got mine w/ charger on straightaway with a full boost meter...maybe slight downhill

Bottom left of the map is a Vehicle Vendor at Headlands Transit Depot. They have Runners in for sale that Boost to 28.8 m/s, think they cost around 10,500-14,500 Scrip? Something around that price. The TMW 800R Black was the one I did it on. The other TMW 800s sold elsewhere are a little slower.
