Does anyone know what the three lines representing the level of an item means?

Does anyone know what the three lines representing the level of the item means?

Example:

Typically the lines show up to represent no slots available on that item, however in the case of mission rewards most of them do not have an EGO rating so no numbers show, I believe they use the lines over the numbers in that instance.

Also.. for the reference shown.. that's a shield, and shields are NOT moddable (at least not currently). For a non-shield item however, you *can* add mod slots using the modification pane in your loadouts window. Not sure you want to do it in weapons that are really low level however, you get more bang for the buck doing weapons that are purple/orange when you can put higher level (level 3 or better) mods in them, as well as when you start putting in mods with synergies.
