Where to put information about cheaters?

I know that we don't allowed shaming cheaters here on forums. But I have a video of nice guy who can constantly move faster than drunken Viscera and can one shot everything with his EGO64 weapons.
Surprisingly to me, he used his outstanding abilities in PvE. I've always thought that cheaters are PvP guys.
So question is: where to put my video to let devs know about it without violating the forum rules?

put video to youtube PM a Dev or game mod or forum mod and give them the full details. and also submit a tickit with the full details in it as well. along with the link to the video on youtube .

atleast thats what i would do. i dont realy know how thay do it here.

pming devs doesn't do ****. Just post on the forums because sending a ticket or pm will take over 2 weeks to get a response other then here have some bits.

I came across someone who i wont mention in PVP NA PC server about an hour ago, exploiting or something first, hiding behind a rock across the map killing people nowhere near her. Second, she would jump shoot from long distance and never miss. Didn't care really, but still kinda annoying. I did manage to get 8 kills though, so I'm 8/50 right now for pursuits.
