Grenades can be purchased at any vendor and doesn't require rep. And?
Obviously you never bothered looking at the regular vendors, have you? Yes you can buy grenades at the echelon vendor for echelon rep, but all regular vendors sale grenade refills for, I believe, 125 scrip. The ONLY reason to ever buy them from Echelon is to get the pursuit for buying from echelon done if you don't like or want the weapons/shields.

why do you even need to buy Grenades refills?
you do any siege or incursion you get more than you'll ever need, for free lying on the floor
I always fill my nades before i buy a box. If you have 4/5 and pull oj nades, they will fill your current supply. If you have 5/5 they will go to your claims. Then you can sell or trade the ones in your inventory and claim your new ones.
I was around at the time of the grenade change (been around since beta); I seem to recall "because grenades" was specifically the answer to why you couldn't buy loot boxes from the echelon vendor. My memory might be wrong though.I asked about the "because grenades" line not too long ago. See here:

I often buy grenades and stims between PvP maps; I don't even use grenades and stims in PvE. Really, the only time I throw grenades outside PvP is when my vehicle fails to spawn.
And I only started into PvP after F2P (because now you don't have to wait forever to get a match -- everything map is being run 24/7 -- even Shadow Wars!), so ya, that's the first time I really looked at the price difference between the vendors. I figured if I was paying rep for them, they'd be cheaper in terms of scrip -- but decided to double check yesterday.
