The linking is to link accounts to trion so they can more easily check your ingame info if you have an issue or are reported for something. It is also so all your accounts have items issued by Trion such as the arkcode rewards, because they made it so the trion codes are duplicated in coding for all systems involved.
Dlc bought on Xbox, use Xbox only coding. Dlc bought on PC uses Pc only coding. Dlc bought on Ps3 uses Ps3 only coding. It is made that way on purpose and will not change for these consoles. You may not like it, but it is done on purpose, to make sure people have to buy the DLC for that specific system. It is how all the companies involved make sure they get their cut of the profits. It is a business thing, and as Stef has said, it is that way with ALL games that are on multiple platforms. They do it with games and always have so they also do it with DLC since each system uses it's own coding, and use A LOT more coding than one little item does.
Btw pre-order exclusives are worse. If you start a Defiance character on a different server or system, it is considered a new account, so any pre-order that is no longer available can't be gotten on that new character (account) even though you have it on the main system/console characters you have.
For example, I have the Ark infiltrator outfit/helmet on my Xbox NA character, but since my Xbox EU character was created six months ago (AFTER they quit including the Ark infiltrator outfit/helm in digital deluxe editions) I don't have it on my EU characters. When I submitted a ticket, I was told, "I am sorry but that outfit/helm is no longer offered as part of the deluxe edition and your EU account is NEW so it does NOT qualify to get that outfit/gear." I tried pointing out that it is all on an account that was created at launch but was informed that ALL servers and systems are seen as different accounts so I am out of luck.
