seems the location is OFF, I went EAST 250m and found a ranch, there was 5 ranchers to save there.

EDIT: Also if you are in a group, all group members must be present to complete this mission (during the whole) if you start the mission while in a group, try leaving the group, and re-taking the mission. - also if you can join a group to complete this mission it will greatly help!

Does anyone know a fix for xbox 360 for this the game is incomplete without it........

Here is what worked for me.

1. I abandoned the mission
2. logged out
3. created a new character
4. played for a few seconds
5. logged out
6. signed back into my first character
7. started the mission again
8. success

still bugged, i created a second character, and still this mission is bugged
