Im sure they will get tweaked they collect all this server data, what people are using, how its being used and if they see patters that are unbalanced they try to fix it.

I think all it needs is to bring the recharge times a little closer together like 3 5 10 with 1100 1350 1500 and 35 25 15 (recharge) give or take

In general I like either the really fast ones (like Respark) or the really big ones (like Rhino/Ironclad).

The reasons I sometimes use the big/slow shields are:
    - I often run very defensive perks around Decoy = Rear Action (-30% dmg from behind), Detachment (-15% dmg for 3sec after kill), Fortitude (+750 health), Fortified Stance (-15% dmg while standing still), & Blast Shield (-45% range at which explosives hit me). Combine all that with a really big shield (preferable a Regenerator effect) and an off-hand BMG... and I don't care how fast my shield recharges. The bigger the better.

    - Cloak bypasses the delay, so it makes the slow-to-start shields a little less painful. Again, 10%/sec recharge rate is less crucial with an off-hand BMG.

Fortitude is only +250 health now.

Anyways, as has already been mentioned, different shield types fit different play styles and situations. Just because one type of shield fits your play style better doesn't mean it's unbalanced.

This post. Respark is god in PvE, but in PvP I'll take +70% barrier over a recharge I may not even end up getting.

A 50% bigger shield that takes 22+ seconds to recharge as opposed to 6 seconds may be useful in situations where the recharge doesn't matter, but the numbers are still off. The range on recharge timers should be narrower so you have more of a choice.

This. Higher capacity>higher recharge rate when you're a shock trooper and are likely to die before you can recharge anyway if your shield goes down. Surviving the initial conflict is more important in PvP unless you're a sniper and have the luxury of taking a few steps back to avoid damage on a ledge.

It's all in the plastyle, I use guerrilla tactics hit and run stuff and the respark is amazing...
but if someone locks me down and i can't get any cover then I'm boned since it only has like 1300 capacity.

There are some skills and perks that require no/recharging shields. Shields with longer delays/slower recharges help with those.

Personally I prefer the higher capacity but mostly because I play a lot of pvp and use a BMG. I looted a nice Orange Rhino yesterday, the capacity is just over 1700, the recharge is every 9.6 seconds and the rate is 40%. Suits my playstyle perfectly.
