You have to be really lucky in a Solstice Strike arkfall to get the hat, but yeah it is pretty tough to get.

You can only get antlers from arkfalls. The santa hat and cyberclaus hat come from the special solstice boxes in the bit store.
Got mine from the radiant solstice lockbox
