I am also experiencing this. It seems to happen in areas of high bloom, i have tried all the video settings i can (with their insane limitations). I'm going to try the priority level, but i'm starting to assume it is a Vista problem.

Seems like this micro stuttering issue is occasionally happen on Core 2 Duo system. Mine is overclocked E6750 with Radeon HD6850.
Frame is constantly maintain 40+fps until it's freezes every second or so. It just dropped to 0 FPS everytime. Especially when i'm driving.
Thus the new Dodge High Speed Challenge weekend is pain in the ***. I just can't complete it because of horrific stuttering and temporary freeze.
Please, just let me finish this god damn race thing before it's gone.
If this is the same bug I get every once in a while, swapping out weapons fixes it.
Maybe it's a bug in the same flavor as the never ending reload bug?

I've just recently started playing the game and I too get stuttering no matter what graphical settings I've changed. For me it's quite random too, I've been in a few Arkfall events that were a lot smoother than me driving down a empty dirt track.
I am using.
