In addition to current set up let the Electric nano bypass 1.0-1.5 armor plates. Similar to radiation.

    Or

In addition to current set up let Electric do 50% of damage to armor plates . Which is not as good as Bio (125%) but gives Electric additional utility greater than the other nanos versus armor plates (10%).
it would actually be the opposite because the armor plates being metallic and highly conductive would act like a Faraday Cage, making the wearer virtually immune to electrical damage.

Really? I thought a knife in an electrical socket would still fry someone.

Or a gulf club in a thunderstorm hit by lightning etc.

(Not to get too technical since it has been a long time from my electrical engineering class in college, but doesn't a Faraday Cage only work if constant voltages were applied through out cage and not necessarily directional point?)

I think people are relatively conductive as well. Don't know about those Indogenes however...

One biggest concern about Electric nano is when sniping. When Electric nano triggered with bolt action sniper rifle, the target gets spasm and it becomes harder target to aim into the head. This actually makes the situation worse. So how about making enemy's whole body a crit spot when Electric triggered? or at least some damage boost on target's whole body? This will make Electric quite useful without adding armor penetration or armor damage boost.

Or possibly make it useful against health.

Sure, if armour would be a metal antenna prodding from your back/forehead/whatnot. Otherwise it'd be like car hit by lightning.

Metal armor would also be like getting medieval, goes well for dem raiders but I'd really doubt the futuristic armour would be made of conductive (and heavy) metals.

On the topic, I really like my electro weapons. And shock does have tick damage effect, though I don't have a clue when it activates and when it doesnt. And it's pathetically low. Also what I'd like to see is them adding a slight shaking effect to shock against players, kinda like someone firing a trollhound to your feet, in addition to removing HUD. I mean the HUD remove is only a minor hindrance to inexperienced players. It's easy enough to pop headshots with no HUD, even more so with all the auto-aim and RNG involved with hitting target.

All that said, I still love my Empousa. Like a spray-on flashbang..
