    I have tried running it as admin, no luck. And no it seems I can't ping ANYTHING, not even google.com

    You cannot ping anything? Please do a malware scan use malwarebytes or something free and do a full scan. Double check proxy settings and remove anything you didn't set there yourself. Check host file just in case evil files defiled your system.

    If you can't ping anything at all, there is something seriously problematic with your network or your machine. Google, your ISP, everyone should be able to respond to a ping.

    I got him to open up team viewer over AIM, it wasn't a system issue his router from comcast has some funky *** firewall rules that no normal person would notice.

    So it was blocking all ICMP attempts, among other things after helping him re-configure it and ensuring that his PC wasn't the actual problem by using WinMTR to perform a tracert because his windows doesn't have "Tracert" installed by default just like telnet.

    I confirmed it was the router blocking out the connections, little re-configuring and he's good to go now.
