This seems to be true, i've seen their Twitter updates and their priority does indeed seem to be the NA servers before ours.
We don't even get a mention :/

yeah it was at the beginning just after the crash landing, its where you learn about the powers and when you collect your guns. Its a basic tutorial which is hidden as the main quest line.
