Spent an hour looking, finally got help from Google maps.
From the Alcatraz bridge, follow the road North, then West. Look for a tower leaning dangerously sideways near a vendor.
If is directly south of Fisherman's Wharf, if those directions don't get you there.

Theres a side mission after you have completed main story called Truth With Consequences and Part 4 of this takes you to Coit Tower
What BigBob said, you have a side quest that takes you there, so don't worry.
