I've found several of these around, but I can't imagine why I'd ever use something that takes so long to reload.
Why would you ever cripple yourself by carrying one of these around?

When you want to troll someone in PvP by stealthing behind them. Otherwise they're garbage water.
The reload is ridiculous. I'm sure with some mods and perks it will become viable. I think they might indeed need some adjustments but its far to early to tell.
I have a legendary one that fires 2 sticky bombs, they kill almost any Elite in one hit and most mini mob bosses in a few shots, and it recharges my cloak by 10% everytime it reloads and because it is Outlaw it gets 5% damage bonus for the last shot before reloading, which means EVERY shot is getting that 5% damage bonus!
So in a sense, they kinda do work if you get a nice one! Also work nicely with Cloak, popping in and out :P

I had a good one in beta that I preferred to the combat shotguns I was finding. That said, they're pretty much a one-trick pony: massive damage in one shot at close range, followed by a long reload. It's perfect for when you're cloaked in PvE and nobody shoots at you while you're reloading.
Make that one and a half tricks: it's also great for triggering perks that require a full reload to take effect, because you're doing a full reload after every shot.
I guess it depends on the players preference, but the first sawed off shotgun I found (in a lockbox) was purple rarity and had elemental damage (the purple swirl one, not sure what it does yet, no obvious difference except disintegration upon death), and did 242x12 per shot with two shots fired at once for a total of 242x24 which comes to 5808 if every pellet hits. So considering it one shots most of the weaker enemies it actually makes up for the slow reload time.
I have heard of players who build around sawed off. If you take all EGO perks that help, like reload EGO ability for every reload, reduce reload time, etc. they claim you can make a character that is strong.
Personally I wish there was a way to easily raise that skill so you can reach the Pursuit Goal.
I keep one as a back up to add that personal touch in PvPive gotten one or two psn mails cussing me like they own me over it ROFL.
