It is located in Diablo Station.
It disappeared. I had to exit the game and come back in.

I think it may have to do with the zombie event:
when I showed up, the afflicted event was underway and the recorder wasn't there.
After the event, I exited/entered and the default Diablo Station event was up.
This time the recorder was there.
