I'd say tier 1. Because your not going to get anything great until your a higher level. So yeah imo.

I guess you yourself are a lower level to the game or just uninformed on how higher level weapons literally have no difference. Example. Level 1 White vs level 5000 white. Same exact style gun. Same stats.
