yes, higher the tier the higher the rare possibility.

I saved up for the tier 4 box and got screwed with just Green and Blue items, crappy ones too. I'd say go for tier 3 as it only costs 24 keys instead of 64.

One of the threads has user submitted data, right now tier 3 is dropping about 6% more oranges than tier 4, but it could just be a coincidence at the moment.

I would look more into the synergy boxes because you will always find more weapons. The modifications are where the meat of the weapon system is at.
I must have bad luck bought both and still no orange weapons for me.
orange weapons are rare, i literary got a tier 4 box and had all blues.. so It all depends... all weapons too.
