Uninstall the game, problem solved. The winners are not whining how easy it is, just the chump loser and his "Queensbury Rules gentlemen, no hitting below the belt and may the best man win...." except the chump loser isn't the best man because his percieved sense of "honor, justice, and the XYZcountry way!" code of conduct on how to fight PVP, if its to easy in his preception then its obviously cheap and needs to be fixed. Heck, might as well start a campain in the real world to nerf kevlar since it prevents bullet pennetration, instead of getting AP bullets the OP would whine about the vest if he was in that situation
See, its working exactly how its intended...human players, given certain tools, will find a way how to utilize them to win. They are not over powered, they have cleverly devised a tactic that worked using a shot gun and cloak...its like two caveman getting in a fight and one has a club, while the other invents the bow and arrow, the one with archery skills will stomp all over the one with the club at range and if the one that has the club gets in the face of the archery, well he will win at close range.
Basicly, figure out how defeat a shotgun bunny. Cloaks work when they have cover to break behind them, then it cloaks back up. Fight them out in the open where you should at least have the chance to get them. Shotguns are close range, don't get close to them. Also, stop aiming down and aim up (cause we all know they are going to jump). Sticky grenade launchers and detonators to lay a trap, they walk in, and BOOM! Hey, look problem solved without dev intervention, you devised a plan that will quickly become the next big thing that will get whined about how cheap it is (basicly, everytime someone comes up with a working strategy or tactic it will get whined about)
Or instead of nerfing, how about buffing other things where the Devs can step in. Goo grenades prevent jumping and slow! Fire weapons have a persistanting effect prolonging the cloak from comming up. . Look! Don't have to knock the problem down just cause little Johnny Chump can't see, can't aim up, and his face suddenly explodes to short range weapons while he was thinking he was all cool bad *** Marine with an assault rifle. Devs can give you better tools to counter them instead of just doing as you wish: Nerf cloaks so they glow like a neon sign so you can see them, reduce the jump heights to that of an 93 year old with hip and knee problems so they don't go high, and shotties throw marshmellows.
Pro-tip: Shotguns are less then ideal in most PVE situations yet they seem to shine in PVP, they work in PVE but there are so many kinds: Pellet/Slug/Buckshot, Fan/circle/sawed off shot patterns, pumps/combats/automatics for fire rate and reload. I don't PVP much, but try to use shotguns in PVE. I am aways swapping out to automatic weapons because they are easier to handle, as the shot guns don't seem to kill multiple targets well so long as its easy non-elite henchmen or skitterlings (better as a single target boss killer or using a SMG to hit hell bug mouths). Unless I am run and gunning like mad, I have been killed using shotguns because their short range under powered pellet guns don't kill fast enough or the larger fan chokes with buckshot don't kill to many elite types comming at me or I get stuck in a situation where I empty the magizine but walking backwards trying to kill 2-3 things that won't go down quick enough while my shield is down but I keep firing only 1 shot at a time (from 8) because the reload is to slow.
Basicly, they are less then ideal to use a shotgun over an automatic as I said, as any automatic weapon is way easier to use in PVE: LMG, Assault, SMG...have you ever stopped, stepped back, and though as to why you see so many people use automatics vs shotguns in PVE....nearly everyone uses a rifle, LMG, or SMG (though its rare) in PVE...no different then everyone using only shotguns and cloaks in PVP. BECAUSE ITS EASIER TO USE X IN Y SITUTION!!! BECAUSE IT WORKS BETTER! So, to get to the end of my wall of text: ask for better tools to deal with the problem (third paragraph down, with the idea that glue grenades prevent jumping and fire prolonging cloaking back up), unless shotties are one shotting 3 people at the same time with 76 dmg pellets at their extreme range because of some bug to the crit multiplier thats to the dozen power, the crit spots are all over the body instead of the head, and then you have a problem.
