After meeting the e-rep guys, you are sent to fight some dark matter that spawn next to a vehicle.
But the dark matter aren't spawning.
There is no work-around.

If there is any event nearby try clearing it out first..like if there are infected or bugs etc..I found once you cleared the nearby events this mission will continue like normal.

You can also jump to another phase and try again sometimes this helps.
