Yes, white-oj will give you +1 mag

Supreme mag will give you +2.

Heard of a + mag mastery but I haven't seen it to confirm it.

Does the extra mag actually help when the fire rate is slower than the reload speed?

I have a few normal couriers and they seem to shoot faster than the slay bells I rolled the extra mag size on. It seems like by reloading you ignore the low fire rate as it isn't applicable clip to clip, but once you expand the mag size that fire rate comes into play.
