That's Toxicity. Increases damage taken by 20% when it procs. I got a Clip Modifier for my shotgun that adds Toxicity Damage to it. No DOT that I could use.

It's possible that "green splat" could act in two ways. If I recall correctly...it started out as a weak DoT like described above, then I think it changed to the weakening effect, then it was renamed Radiation with the new symbol.
So it's possible that some "green splat" effects are weak "damage over time" on proc (sorta like a weak Incendiary) while others are like Radiation, depending on how far back in time they originated.
