the reason it works that way is because when the new roll system was implemented it eliminated double rolls and the devs wanted all available rolls to be available at the highest tier...in theory you can always make the gun better this way.
i assume you are looking at a named weapon in your other example. named guns do not get random rolls when upgrading to supreme. all the rolls move up a tier and you get a new white roll. so if you have changed a roll on an oj named gun, the it will change back and be moved up a tier when you supreme it. so for example, i have an oj ghost duster mkii that is originally mag, accuracy, crit, ego crit, dmg. i changed the acc and got fire rate. but if i supreme it the acc will come back and it will be fire rate, mag, accuracy, ego crit, crit, dmg. i can then reroll the accuracy and it could change to mag or fire rate and change one of those to accuracy.
