Its actually quite possible
If you get perks to get extended duration, or decrease cooldown timer, and you have a weapon that further boosts either one, you can get to a place, where it'll be up and/or ready most of the time.
Think the highest combo i've come across with weapon and perks included is a roughly 30%~ cooldown reduction time on kill, same goes for extending.
Can't help but laugh at any message that ends in 'if this game is going to live longer than a month'
im actually working my build towards this. not yet "perma" stealth yet but, i think i am only visible 9 seconds out of 60, currently and nowhere near done w my desired ego shtuffs. methinx u should worry less, and start building ur abilities to detect the stealth. thats sorta what its for.
if you hate stealth...go for decoy with the stealth reveal perk...problem solved...
