Infinite shields is a feature. It is called Syphon. Every shot with a weapon that has Syphon can heal your health/shields by as much as 33%.

Imagine this on an assault rifle.

There are hacks for the game, though I don't think it's widespread.

There is a very popular hacking website that released a video of an infinite key hack before the big patch last week. They basically would never run out of keys, no matter how many loot boxes they bought, but they were still limited by the cash they had. Something to do with the updates only happening after you leave the purchase screen.

I'm sure more hacks will come pc side, even consols after awile, it's inevitable, its just up to Trion to patch exploits as they are found.

Infinite shield hack

Actually, this is a bug. I came across it myself while leveling in San Fran, the enemy kept shooting at me, but I didn't lose any shields. Don't know how that happened, but relogging seems to have resolved the issue.
