The main vehicle vendor is at Headlands. They have several vehicles to choose from. There are also 3 hidden vendors and a couple rep vendors with vehicles for sale. I believe there is still also an inflicted pursuit that awards the medtech buggy. That was a fairly easy pursuit back when I did it. So you can always try doing that.

Yes the Medtech Buggy is the easiest one to get for free.
You just need to kill a few afflicted in Mt Tam and at the afflicted sieges.
The other vehicles at the vendors Batman mentioned will cost up to about 25k and the rep ones more I believe.

You're welcome, there are two other vehicles awarded from pursuits I believe.
There's a pink buggy the same as the Medtech and some kind of trail blazer thing from the defiant few vendor for doing the daily and weekly pursuits. You also have to buy some items from it, think it's ten but some of the things you need to buy will be vehicles to.

I seem to recall the red Hannibal atv being so easy to get that I completely missed how/when I got it as my second vehicle. My (technically) third vehicle acquired was a challenger special at headlands for 15k... It was after purchasing and going to "equip" the Challenger when I first noticed I had the hannibal lol
