Anytime someone pays for a service, and the service is unacceptable, they have the right to complain. BUT. Just like in a restaurant, you may complain because your food takes an hour to get to your table, but at the same time, they may be understaffed, it's a busy Saturday night, and they apologize for the inconvenience.
