i use a respark II with 1104 hp, 40% recharge, and a delay of 2.85 sec

then i have my overcharge which is maxed

    perks:
    thick-skinned
    detachment
    scavenger
    fortitude
    cellular armor
    killing spree

my guys built like a tank cuz he can take a helluva beating and dish it out even more...
i think its more about what kind of player you are that determines how you set up your character and what works best...
if youre the kinda player who wants to sneak around and do damage, then cloak and blur are paramount as well as any perks that boosts those skills, me, im the guy thatll last and last while people are sneaking around and im just pounding the hell out of stuff ( took 2 monarchs on at the same time, 1 was a normal monarch and the other was an electric monarch, darn hellbug emergency popped up while i was soloing the electric monarch ), so like i said, it depends on how you play, but i think the other players on here can agree, its better to have multiple loadouts fashioned for certain play types, fiddle around with the ego powers and perks and youll find what compliments the certain ego power you wish to use best, the perks i use compliment the overcharge ego best in my opinion, ive still got 3 perk slots to unlock but ill be putting
    overload
    killing machine
    energy leech
in those slots when they become available, so play around with those things lol, there really is no such thing as ultimate loadout on here lol

I went with Overcharge and went for the damage reduction + health increase perks. I figure that the damage boost will help me in surviving by ending the fight sooner. :P

I don't recall the shield I have but it's a green, 1300 shield, 70% recharge boost, has a healing boost as well but the recharge time is 9 seconds. Strangely enough, all the blues I've gotten (at a higher level mind you) are worse than this one (to my eyes).

The way I survive is generally by hitting and running. Once my shields drop and my health goes to 3/4, I just run to some cover to recharge. Slower fights but hey, you're alive right?

What, no love for blur? I like blur because I have a Leroy Jenkins complex and rushing in is most satisfying.

I use blur with cell armor, extra health, reload over time (reloads those pumpshottys for you), and then my other two slots I rotate between any of the melee ones and the shield breaks.

For a while I was using the melee builds with a VOT Grind Fragger with electric nano effect and the badass melee stock that looks like an ax, but I moved onto to other builds since I'm chasing pursuits right now.

As for the shield, anything that has a high capacity and a quick recharge.

Dude, get a Respark asap. Just drive/teleport around tagging every arkfall on the map, they always give either grenades or shields. I'm basically swimming in resparks and have to break them down. Only viable build for a 9s shield is a cloak user.

I've gotten several Respark IIs, even a couple of blue ones but I sold/scrapped them. I must admit, the wait before the recharge does mean I get into more close calls than I would otherwise, but the fast recharge + health recharge boost makes me think I can get back in faster.

I'll give the next respark I find a shot.

It all depends on your playstyle and which weapon combo you most like to use. Since I stick mostly with Shotgun, and I like to move around a lot... I think Blur is the best power (for me).

I started out and completed the game using Cloak... that had its own fun. I have also used Decoy a bunch to good effect.

The Overcharge seems better for when you have better Shields available and mainly I use that at Arkfal or Co-Op Bosses.

Whatever you wear in PVE, you will feel invincible. I became so bored a few days ago, I tried different combinations and the only conclusion I was able to make, was that gear makes almost no difference whatsoever. I was hoping I would have to use different tactics, but I was wrong.
But you should try it and find for yourself.

edit: there are lots of variations on respark and other shields, you can find resparks with less than 3sec recharge as well. Go to major arkfalls, and buy t4 crates only, and you'll eventually get a blue or purple one.

edit: Here are the ones I mean, the ones with 3 points in.
