Best place to do a 1080 degree spin?

I'd say tool works. Easy to get too. Plenty of time to make your spins and you can port right back to the top if you don't make it the first time.

I usually do mine as youre about to hit the Golden Gate bridge leading to San Fran. As youre heading south, just before you hit the bridge there is sort of a winding little road that goes down to the bridge. Theres a nice little ramp area at the beggining of that path that you can use to launch over most of that winding road and land down by the bridge. Pretty easy to pull off the 1080 there due to the hang time before you make it down.

That's where I did it. It was pure chance, I never meant to.

Watch this past friday's dev stream on the last 30 min of it. They showed you one of the tallest spots on the map to do it from.

Alternatively if you go past muir processing plant and hang a right into the mountains(which is the same mountain range in the twitch vid btw) there are more than a few lower elevation ridges you can launch yourself from to get it.

Does it require you to end up on land to count? I did a 720 off of Tool Works, no problem, and I could swear I landed in water. Then I did a 1080, positive I went around at least 3.5 revolutions, and yet it wouldn't pop. I did it over and over from different areas on Tool Works, constantly hitting it by going off different areas, always landing in water, and the 1080 pursuit item never popped for me.

did mine by mistake rofls first jump i did i noticed i could turn around so i went to the highest point i could find and did the 1080 i was like woah ok
