Good sniper rifles for shadow wars, freight yard, accademy, observatory, etc, are those that charge it's bullets to inflict a mayor damage to the enemy.
In this case I have just the right weapon for you, a "Dancer" HB, nano bio, 6k ego.
Rolls: 1.20 mag, 0.85 reload, 1.25 crit mult, +5% Armor penetrator, 1.12 dmg. Unmaster, no mods.
