Considering population explodes during events I'd imagine that Trion has simply realized this is the kind of stuff most of their core players want. I'd imagine in a post apocalyptic world where things are dull and drab everyone enjoys these New shinies!!! They only do a major content update once a year... the rest of the time it's new synergies. At least in the past year they've come up with a bunch of new events of which Nuclear Winter is one of them. People go away when they get bored because other then grining expos what are we going to do in-between events?
