That robot is not an actual boss/npc. It one shots you until you progress far enough in the main storyline to bypass it.

you can get around it without doing the story missions if you know someone in san fran. there is a fast travel point at the overpass vendor which you would need to get to. Make a post on the forum for you platform and someone will probably help you it worked for me. if youre on xbox hit me up ill help you out
