The hip fire is aimed at the ground, not the player's head in front of you. So the crosshair appears on the ground at that location dead ahead of your scope. if you fired it would go through your friends head and hit the ground right where it says it will.
When you scope you're changing perspective: your friends head moves and the scope stays on target on the ground, not the other way around.
Try the same experiment (with screenshots) when aiming at a hillside 100 meters away. Pick something very specific in the terrain, like the corner of a dirt road. It will work perfect if you don't have your buddies head there to confuse you.
