Steam: Entire game is re-downloading since update

First, I started the game and steam threw an error which sent me to a support site (which was uselesss).
Then I got steam running and realized it was downloading a 4 gig update for Defiance. That seemed too big, but I let it download.
When that was done, it wanted to do a 482 MB update. So I updated and started the game.
I got to the character screen and all the buttons and the titles on the right said "String Missing".
When I hit the play button, the screen went black, and a few seconds later it kicked me back to my desktop.
I left it, came back later and tried again, but this time Norton Anti-virus popped up and said patcher.exe had a heuristic virus in it and it was removed, along with a few other files and registry entries.
I was pretty sure this was a false-positive because of the update, but it never happened before.
I allowed the files and got it to run again with the same problem.
So I went into Steam and found the Verify Files option. It said 68 files were corrupt and needed to download.
So it is now re-downloading the entire 16 gigabytes....
Great patch....
I'm using Windows 8.1, so maybe this Win10 patch screwed 8 up? I don't know...
Any help would be nice.

And it did it again, after I got it running.
This time it still ran, but Enemies were invisible, all I saw was the red marker, could not hit them.
Then the ground disappeared...
Verified files with Steam and they were all corrupt again...
Forget it, I uninstalled with Steam, maybe I'll try just using the Glyph install.
Or I'll just forget this entire game, seems like no one is supporting it anymore...

Verifying files for a free to play game within Steam will force steam to download all the files again since they have their own patcher.

So don't verify files and you will only need to figure out why its blocking certain ones from working for the game.

There is no virus in the install for Defiance. You must have something else blocking these files.

After last steam update with new chat, you can't verify files by yourself or by some tools, just with standard options of steam client, or steam will not give you access to the game. In details here https://dmarket.com/blog/steam-update/
