It reminds me of a sniper rifle that has been used in one of the Live streams in a PvP match by Greg (spelling?). It had a special ability. The longer you would stay zoomed in, the better the damage.

Let me dig up that video.

Doesn't look anything like it.. Still reminds me of it though. Maybe it's a special quest weapon, like that overcharged melee weapon we've seen once in a live stream?

I keep telling you guys its an automatic sniper rifle... I have it on the highest authority... that strange voice that keeps talking to me that no one else can hear... that guy keeps telling me.
