Drove up and down and across the location and killed every scrapper found, only one scorpion showed up in the entire zone specified. Nothings there

There is a vendor right above the top right corner of the yellow blob in the pic. He's all by himself and at the top of a small hill if I remember correctly. I can't speak of what he's selling, though. I don't think I really gave him too much time. But he does show up on my map now.
