I did mine at Top Notch as well.. and I definitely landed in the water, but both my 720 and 1080 where water landings, and both counted.

I just got the achievement and 100% landed in water. Perhaps the difference is that you have to land in water that is not an auto-kill (out of play) type of water? The first time I tried I'm sure I did 1080 but landed in some water that is kind of out of zone where the screen starts to get dark. 2nd time I landed in normal water that you can swim in without a problem and got the achievement.
I landed in water where I was not killed and could swim back to shore. Did not Count.
Weird, not sure what the deal is then or why it triggers for some and not others.
Probably bugged like so many other Things in the game currently. Just my luck lol. /shrug
Go to the huge tower that is in San Francisco ( you can't miss it ) walk around the bottom pillars until you see it say press X to climb .. you can climb it 3 times .. get to the top spawn quad drive off and spin you can get them all first try..if anyone needs help i can take you to it.
