They're a leftover from a change that was made late in beta and just never got removed from the UI.
It's apparently a leftover from earlier game builds where instead of getting full keys you got fragments which amassed into keys.
Either it hasn't been removed yet, or (my guess) the devs kept it for the possibility of adding partial key rewards for various things in the future.
