Just a guess, but sometime the hotshots gets bugged and you can use your weapon till you finish the ammo ...but maybe they do it "legally" but its a possibility .
Lionerd's right, they use the bug that lets you use your equipped weapon, it's the same for the Reservoir Chickens one, take a look at the disparity between first and second on that one.
