Kinda like a choke in shotgun terms. I think its better to think of it as grouping. Smaller bloom gives you a tighter grouping on target.

Think of a bullseye. Let's say you always aim at the exact center of it every time. If there were no bloom, you would always hit that exact spot every time. With larger bloom, your shots won't hit that exact spot. Some may wind up in the outer rings, some may be in the inner rings and some may be dead on. The smaller the bloom, the more likely those shots will wind up in the bullseye.

So for an LMG or AR you would want the best bloom you could get I suppose, because of the rapid fire rate?
Where as in a sniper rifle or shotgun even a pistol the bloom is not necessary?

Correct (and best means lowest number). A great way to see this ingame is to use one of the automatic 0.15 SMGs and compare it to an automatic LMG like a FRC SAW. In the SMG (low bloom, low recoil), the crosshairs stay tight and don't jump around...while on the SAW the crosshairs start to get bigger and bigger due to bloom and jump around due to recoil.
