So you keep your old gun and lower your exp for kills but are allowed to keep moving forward? Is that what your saying?
I'm sorry if i'm interpreting your 2) incorrectly.
But why would you want to continue to use an old gun and hurt your leveling when it can be replaced with one just like it and you get full XP bonus?
Curious thats all.

EGO perks are the only reason to advance your EGO. A weapon's EGO rating is irrelevant.
I made this suggestion to improve the weapon leveling.
i would like them to make u leavel up to a full 20 then let your gun leavel after that i stell use my purp gun from the start of the game got it from a quest not like a lvl 1000 would do to much more damg then a lvl 1 any way the damg never relly gos up
Just because you don't like the system does not mean it is s flawed. That is your opinion. Find a grean vender weapon you like and level it. Once maxed, sell/break down and repeat the process.

Understand your a game design student , but would you want a gun that everyone in the world got , in day one , and there no reason to get another gun, like borderlands were they got millions of weapons, but there only 5 of the weapons that are ever used. , Just wait till you earn a great rare white weapon or green weapon or blue weapon or purple weapon or even orange weapon , and then you can feel like a god. and it nice that takes time to level up weapon skills not in 2 days or 1 day. This is a mmo and it would be nice for the game to be around for a few years not last year. Like any mmo in time they will make it easier for new players down the road so you might need to take a break. Also you might need to do some more schooling and you should do some more research on mmos otherwise you will just bankrupt the company your working for.
Take the time and grind your weapon up to lv20, and then you need no reason to complain, script not worth anything right now anyways, so this is a example : you grind 30 green saws and then find that one super rare stat , then you will know it , be like heck yea , no one else got it. Then got it on the green weapon better then a orange weapon ,Then you will understand what you need for the rest of the colors, unless you want everyone in the game to be the exact same player.
Not to mention that a lot of people won't even try new weapons, all they do is go to a vender and buy the same weapon they just had again. Thats what I do. I level up my frontier shotgun, then I go to the vendor and buy the same gun again unless I lucked out and picked up a better pump shotgun in the process of leveling my last one. Overall the system is just god awful. In a game about weapon and loadout customization, it makes exactly no sense that 95% of the time I'm using guns that I like less than guns I have in my inventory. I use 1 out of 4 of my loadouts almost all the time, and its the one I use just for leveling crap guns.
Also, anyone trying to defend this is just outright silly. You want to try every gun in the game? Gratz, thats good for you. Changing the system wouldn't hold you back at all. I'm at almost 1500 ego and I've tried most versions of the guns I like... I'm well aware of how they work and how effective I am with them and as I said before, this system really just makes me go back to the vender every few hours and buy the crap version of other guns I already have.
Plus it just belittles any good gun you do find. It's like "OH YES A ORANGE GUN! It's just the kind I like! Perfect stats! I'm so lucky! I'm throwing all my best mods on it!"
*2 hours later!*
"Well that was fun! Back to the vender to buy the crap version of this gun. Have fun sitting in my inventory!"
Lastly, I play a ton of pvp, where this is even more of a pain. In a competitive atmosphere it makes no sense that I'm stuck using a weapon I find less competitive. Sure I can and do use the guns I like from time to time, but it just holds me back from getting more weapon levels.
Think of how great it will be to finish leveling that gun skill. I have Assault Rifles at 20 and it feels wonderful. Over a dozen green EMC Service Rifles had to die to get me there (in addition to a several VBI TACC Assault Rifles), but now I don't have to worry about it anymore.
If you have no goals to shoot for (pun intended), why play the game?
But I would have the same goal, only I would be using the weapons I like to get there.
Also this system holds me back from trying new types of weapons as well.
1. because it would require an insane amount of grinding again.
and more so
2. Because I would have to worry about constantly finding new replacements for a new type of weapon
I would happily have different builds, with different types of guns if it wasn't such a chore to level them. As of right now I have 4 load outs all with and AR and a pump shotty. I simply am not going to play the constant replacement game with 3 or 4 types of weapons at the same time. If anything I've tried LESS weapons because of this awful system. It's an accomplishment when you finish I'm sure. Still, I would rather enjoy the journey as well.
