Driving around on my way to a side quest, when a giant, mutant, behemoth, hulkmonster human was ramming into things and people. What the hell is that thing and why does it's scalp keep falling off?

From the description, it's the Raider's Hulker. It's a sort-of-pseudo boss type enemy, which is one needed to finish a contract. They can also drop loot. It's basically the equivalent of a Hellbug's Monarch

Any certain areas these guys spawn or is it all random? Was wanting to kill some for the contract and am just curious...

He spawns in the broken Project Aegis Part 1 quest. South west portion of the map. Damn broken quest.

you just doing the quest wrong, but the instant respawning world event is tiresome

I slammed into one of these in my Charge the other night while I was just cruising waiting for some friends to get online. It stopped me dead in my tracks and wiped out my vehicle in one or two blows.
