I have noticed this issue as well. I have resorted to breaking down the weapon in the ark matrix. I have noticed that the guns i couldnt sell were the dlc items. i can think of them as being overpowered, and that if they were able to be sold that this could be used as an exploit for unlimited and easy script, potentially giving early ark hunters an advantage.
I have the same issue. I have checked my loadouts and most of what I want to sell is beginning stuff. I have about 7 items I can't sell, breakdown or delete.
Once I checked my loadouts I was able to sell almost everything I had that I didn't want.. though sometimes it forced me to press "Equip" rather than double click to equip. If you still can't sell, then try breaking down into resources if it is not equipped in another loadout.
My suggestion to Trion is to place a warning on the screen that is more obvious if you cannot sell or break down. I found my answer on the forums, but if so many of us need to come here for the answer then the game needs to inform us better.
i notice this too but then i notice Loadouts and each of my Loadouts had different weapons in them so i made all my loadouts have same weapons and gear and then i was able to sell the wepons and salvage it
For me it has to do with equipping a new grenade or shield where I have to equip some other grenade or shield in loadout 2 and 3 and then equip the one I want to use then I can sell the others or resource them.

Only things I can't sell I have equipped in loadouts, so I am unaffected by this bug.
