If its like Rift you can probably play a lite account for free. Hopefully.

Trion has embraced the Free to Play model with End of Nations, and given that similar games such as Firefall and Planetside 2 are both going F2P, there might be some incentive/pressure to take Defiance in the same route. Only time will tell though.

I don't know why but I am less excited for free to play games because I'm scared of money farmers, advertising and bots.

No subscriptions
New DLC can either be free or something you'll have to purchase.

It has been said that DLC that has a $ value on it wont be unavailable to those who decide not to buy it. The zones or events will still be open. What you do miss are the rewards and items that these DLC will bring.

They are doing this to prevent the separation of the player population so everyone can run with everyone regardless if you buy the DLC or not. Just those who paid for new DLC will get the goods from that DLC.
