if the nano effect are indeed elemental type. then on the ego grid you have many perk to make it do 100% =P

100% proc would be dumb... seriously something that stuns for a short time and a 100% proc on a machine gun = too easy.

I doubt it, I've certainly not seen it in any gameplay videos. Seems like having more than one element on a gun could cause some balancing issues. Could you imagine getting set on fire and stunned at the same time?
