Maybe the maps are too small or they just dont allow good place for cover to snipe. I hope they come out with some bigger maps soon that will bring more diversity to PvP gameplay.

shadow wars I have done well with snipers if you keep on the move. No one seems to be queuing form them anymore though
You can still snipe, but if you want a better chance of sniping do Shadow Wars. There was a PvP map in the beta, which was really good for sniping, but it was removed in retail. I think they are reworking it or it may appear in the coming patch on the 15th or a DLC.

I'm not a good enough sniper to get good success from them in PvP but once in awhile.. I'd like to play some shadow wars, however I'm betting it's best to queue for those in the evening, but that's when I work. Sniper takes patience and a sense of when the right time to pull the trigger is. Have you tried Semi Auto sniper for PvP? Seems like it'd be good for weakening a player or finishing him when he's fighting an ally. Can't speak for it's quick kill potential though...

It's not entirely hopeless. I've seen a couple people in CPvP that pull off the whole sniping thing quite well. On Waterfront, the go-to place seems to be the two ships, as it is quite defensible and offers a decent enough vantage. The central rooftop and two towers are just too open. Observatory is definitely the worse of the two, oddly enough. The observatory itself seems to be the only decent spot, but doesn't cover very much of the map. I rarely get sniped there.
