For longer distances, AoE or burst damage (e.g. the OP shoty & cloak PvP combo) yes.

But for pure DPS, no.

The pistol you get for completing the last story mission has better dps.

If you are incapable of aiming and cannot play well the shotty and cloak combo works great, it even makes it seem like someone is good though a good frontier SAW usually rips that combo apart.

I can't help but laugh hysterically at all the people that think SAWs have bad DPS.
